Scott Kline serves as Senior Vice President of the Trust and its nonprofit development affiliate, NHT-Enterprise. He oversees acquisition efforts on properties throughout the United States while also overseeing a portfolio of more than 3,000 units. He manages a staff who is responsible for coordinating all aspects of multifamily acquisitions, redevelopment, and preservation of affordable housing such as evaluating physical conditions of properties, negotiating purchase terms with owners, developing project concepts and finance plans, coordinating due diligence processes, securing multiple layers of financing, developing resident service programs, and asset management.
Prior to joining the staff of the Trust, Scott served as the Director of Multi-family Programs for the Arlington Housing Corporation (AHC), a private, nonprofit, developer of affordable housing in Arlington, VA. He coordinated a staff of five in all facets of multifamily real estate development, including acquisition, finance, design, construction and/or rehabilitation, marketing, and asset management.
Scott has experience working with a variety of financial executions and programs including: private activity tax-exempt bonds; 501(c)(3) fixed rate and lower floater bonds; Federal Low-Income Housing Tax Credits; Historic Tax Credits; Section 8; Community Development Block Grant funds; HOME; Federal Home Loan Bank’s Affordable Housing Program; FHA; Fannie Mae; Freddie Mac, and; numerous city and state programs. During his 30-year career in the affordable housing arena, Scott has financed over $600 million of affordable housing acquisitions and renovations.
Scott earned an M.B.A. in Real Estate Development and Urban Planning, from American University, Washington, D.C. and also holds a B.B.A in Finance, from George Washington University, Washington, D.C. Mr. Kline is a past President of the Board of the Housing Association of Nonprofit Developers serving the metropolitan D.C. area, and four nonprofit boards that own and operate Section 8 properties. Presently, Scott sits on the Boards of Catholics for Housing and the National Affordable Housing Trust, and is a member of the Housing Trust Fund Developer Advisory Group.
