As a State and Local Policy Fellow, Samaa is conducting research on Qualified Allocation Plans (QAPs), analyzing trends and best practices regarding housing stability and thriving tenancy in the Housing Credit program. Prior to this position with NHT, she previously worked with NHT co-authoring and editing a report on tenant screening and trauma-informed care as part of her capstone project at the University of Maryland.
